小泉進次郎防衛相、核議論の必要性に「触れざるを得ない」 3文書念頭に「タブーなく」

小泉進次郎防衛相は19日までに公開されたインターネット番組で、防衛力強化のために、核兵器に関する議論の必要性に言及した。日本国内において議論するのが難しい課題だとした上で「触れざるを得ない」と述べた。安全保障環境の変化を踏まえ「あらゆる政策をタブーなく議論し、進めなければいけない」とも語った。政府が年内に改定する安保関連3文書を巡る検討を念頭に置いた発言とみられる。
小泉氏はこれまでも、原子力潜水艦の導入の是非について議論する重要性を主張していた。安保3文書の改定を巡っては、非核三原則の見直しに言及するかどうかが焦点。日本維新の会は見直しを政府に提言したのに対し、自民党の提言には盛り込まれていない。
番組で小泉氏は、フランスやフィンランドが、核抑止の強化に前向きな政策を展開していると説明した。核に関する議論に否定的な野党については「今までのものを守ることが先に来て、真に日本を守るということが後に来ている」と指摘した。

In an online program released on the 19th, Defense Minister Shinjirō Koizumi referred to the need for a debate on nuclear weapons in order to strengthen Japan’s defense capabilities. While acknowledging that this is a difficult issue to discuss within Japan, he stated, “We have no choice but to address it.” In light of changes in the security environment, he also said, “We must discuss and advance all policies without taboos.” This remark is believed to have been made with the government’s review of the three security-related documents—which are scheduled to be revised by the end of the year—in mind.
Mr. Koizumi has previously emphasized the importance of discussing the pros and cons of introducing nuclear-powered submarines. Regarding the revision of the three security documents, the focus is on whether the review will address the Three Non-Nuclear Principles. While the Japan Innovation Party has proposed that the government review these principles, the Liberal Democratic Party’s proposal does not include such a recommendation.
During the program, Mr. Koizumi explained that France and Finland are pursuing policies aimed at strengthening nuclear deterrence. Regarding opposition parties that are negative toward discussions on nuclear issues, he pointed out, “For them, preserving the status quo comes first, while truly protecting Japan comes second.”
