大阪府警察本部の50代の警視が、SNSで知り合った少女にわいせつな行為をしたとして逮捕されました。警察は、SNSを通じたいわゆる「パパ活」で知り合ったとみて調べています。
逮捕されたのは、大阪府警察本部生活安全特別捜査隊の警視、辻本浩嗣容疑者（53）です。
警察によりますと、ことし6月下旬、大阪府内のカラオケ店の個室で10代の少女に体を触るなどのわいせつな行為をしたとして、不同意わいせつの疑いが持たれています。
警察は先月に少女の家族から行方不明の届け出を受け、少女を見つけて事情を聴いたところ「SNSで知り合った男性から現金を受け取る見返りにわいせつな被害を受けた」と説明したということです。
このため、防犯カメラの捜査などを進めた結果、27日、警視を逮捕しました。
調べに対し、容疑を認めているということです。
生活安全部は少年事件や児童買春などの捜査を担当する部署ですが、これまでに業務との関連は確認されていないということです。
警察は、金銭をやりとりしてデートなどをするいわゆる「パパ活」で知り合ったとみて、詳しいいきさつを調べています。
大阪府警察本部の國井栄次監察室長は「警察官としてあるまじき行為であり、今後の捜査結果を踏まえて厳正に対処します」とコメントしています。

A police superintendent in his 50s from the Osaka Prefectural Police Headquarters has been arrested for committing indecent acts with a girl he met on social media. Police are investigating, believing that the couple met through so-called “sugar daddy” (papa katsu) activities on social media.
The suspect is Superintendent TSUJIMOTO Hirotsugu (53) of the Osaka Prefectural Police Headquarters Public Safety Special Investigation Unit.
According to police, the suspect is suspected of non-consensual indecent assault for allegedly touching a teenage girl and engaging in lewd acts, including touching her body, in a private room at a karaoke bar in Osaka Prefecture in late June this year.
Police received a missing person report from the girl’s family last month, and when they located and questioned her, she explained that she had been sexually assaulted in exchange for cash from a man she met on social media.
As a result, an investigation into security camera footage and other matters led to the arrest of the superintendent on the 27th.
He has reportedly admitted to the charges during questioning.
The Community Safety Bureau is responsible for investigating juvenile crimes and child prostitution, but no connection to work-related matters has been confirmed to date.
Police believe the couple met through so-called “sugar daddy” activities, in which partners exchange money for dates, and are currently investigating the details of the incident.

逮捕されたのは、大阪府警本部の生活安全特別捜査隊に所属する警視の辻本浩嗣容疑者（53）です。
辻本容疑者は今年6月、大阪府内のカラオケ店の個室で、16歳未満と知りながら、10代の少女の体を触るなどした疑いがもたれています。
警察によりますと、辻本容疑者は少女とSNSで知り合い、現金を渡してみだらな行為などをする「パパ活」目的で会っていたということです。
生活安全特別捜査隊は「パパ活」による性犯罪などを捜査する部署で、辻本容疑者は特別捜査官としてナンバー3を務めていました。西成警察署に所属していた去年11月には高校生に闇バイトで犯罪に関わらないよう指導していました。

Tsujimoto is suspected of groping a teenage girl, knowing that she was under the age of 16, in a private room at a karaoke bar in Osaka Prefecture in June of this year.
According to police, Tsujimoto met the girl on social media and met her for the purpose of “sugar daddy” – exchanging cash and engaging in lewd acts with her.
The Community Safety Special Investigation Unit is the department that investigates sexual crimes committed through “sugar daddy” relationships, and Tsujimoto was the number three special investigator. In November last year, while assigned to Nishinari Police Station, he was instructing high school students on illegal part-time jobs to avoid getting involved in crime.

生安部は「パパ活」に関わる事件も担当
生活安全部は女性や子供を犯罪から守る対策のほか、風俗営業の取り締まりや少女らが「パパ活」相手から受けるわいせつ事件なども担当する。
辻本容疑者が所属する生活安全特別捜査隊は、同部が所管する様々な事件捜査に関わる。
辻本容疑者は約40人が所属する同隊の「特別捜査官」で、隊長と副隊長に次ぐナンバー3のポスト。事件捜査などで隊員を指揮監督する立場という。
国井栄次・監察室長は「警察官としてあるまじき行為で言語道断。今後の捜査結果を踏まえ厳正に対処する」とのコメントを出した。

Papakatsu (papakatsu) is the act of a middle-aged and elderly man (dapa) going on a date or eating and drinking with a young woman, and giving her money and goods in return [1] [2] [3]. アメリカでは、20世紀初頭にシュガーベイビー（sugar baby）という表現が生まれており、経済的なサポートをする裕福な年上男性をシュガーダディ（sugar daddy）と呼ぶ[24][25][26][27]。
違法性
パパ活自体は違法ではないが、例えば下記の場合に該当する時は、違法性を問われる可能性がある[1][14]。
金銭等を供与する側
18歳未満と性的関係を持った場合は、児童福祉法及び児童買春・児童ポルノ禁止法により処罰される可能性がある。16歳未満と性的関係を持った場合は、より重い不同意性交等罪が適用される[注 1]。
未成年者略取・誘拐罪第224条「未成年者を略取し、又は誘拐した者は、三月以上七年以下の懲役に処する」に抵触する可能性がある。例えば、脅迫や暴行等を用いて相手を支配しようとする・支配した場合は、本罪が適用される。
同意を得ずに性交等を行った場合は、不同意性交等罪が適用されて5年以上の懲役となる可能性がある。相手が16歳未満の場合は、法的同意を取りえないため、ただちに本罪が適用される[注 1]。
金銭等を受領する側
性交等を行った場合は、売春防止法第3条「何人も、売春をし、又はその相手方となってはならない」に抵触する可能性がある。ただし、本法には罰則がないため、処罰されることはない。
適切な収入申告を行わない場合は法律違反になる可能性がある。例えば会社員等の場合、年間20万円を超える利益は「雑所得」として確定申告が必要になる。
双方
相手に婚姻者がいる場合は、民事上の不貞行為及び不法行為の問題に発展する可能性がある。これは性的関係がなくても同様である。
