Japan’s top linguistic metaphor for this precarious COVID-19 year had been chosen: MITSU, the Chinese character 密.
This ‘Kanji 漢字’ character “密（みつ / mitsu)” as used in “3 Mitsu” or the “3Cs” — confined spaces, crowded places and close-contact settings — symbolises the efforts by Japanese health experts and the Ministry of Health, Labour and Welfare to tackle the coronavirus with a catchy, easy to understand word.
Those spaces, places and settings should be avoided amid the ongoing pandemic.
It is a fact, that after the government asked the public to avoid crowded, poorly ventilated spaces, and places that carry the risk of close contact with strangers… many began acting with ‘3 no Mitsu’ 「3の密」 ,「みっつの密みつ」 which is pronounced “mittsu no mitsu”, always in mind.
The result, in comparison with other “Western” countries can be called excellent. The public discussion if one should wear a mask or not NEVER existed in Japan. The most natural thing in the world is to wear a mask, just common sense.
For the Japanese readers I’ll attach the former symbolic Kanjis, chosen in the last years. Interesting comparisons can be made, indeed.
2019年（令和元年/平成31年）
平成が終わり、元号が「令和」になった去年は、「令」が選ばれました。
その理由として、
▽明るい時代を願う思いが集約されたことや、

この年は「金」でした。
「金」が選ばれたのは3回目でした。

▽安全保障関連法案の審議で与野党が対立し、採決に国民の関心が高まったこと、
▽世界各地で起きたテロ事件や異常気象などで人々を不安にさせたことなどから、
「安」が選ばれました。

消費税率が引き上げられたことなどから「税」が選ばれました。

東京オリンピックの開催が決定したことなどから、「輪」でした。

「金」が選ばれました。

低価格のPCR検査センター相次ぎオープン 申し込み殺到も

新型コロナウイルスの感染が拡大する中、従来より低価格でPCR検査が受けられる民間の検査センターが、相次いでオープンしています。年末年始の帰省を検討する人たちなどから申し込みが殺到し、来月まで予約がほぼ埋まっているところも出てきています。

東京のJR新橋駅前には、今月4日に大手工務店グループが運営する新型コロナウイルスのPCR検査センターがオープンしました。
無症状の人を対象にPCR検査を実施し、価格は1回3190円です。
検査キットの調達や建物の整備などをグループ内でまかなったほか、大量に検査することで価格を抑えられたといいます。
検査の流れは、まず受付窓口で専用のキットを受け取ったあと、ブースに移動し、唾液をケースに入れます。
それを担当者に手渡せば完了で、長くても5分ほどで終わります。
完全予約制で1日の利用者はおよそ750人。
オープン以来、申し込みが殺到し、来月上旬までほぼ予約が埋まっています。
では、どういう人が自費で検査を受けにくるのか。
センターによりますと、年末年始に帰省して家族と会うかどうか悩んでいる人や、仕事の都合で会社や取引先から検査を受けるよう求められた人などが多いということです。
検査結果は翌日にメールで通知され、全体の1％から1.5％ほどの人は「陽性の疑いがある」という結果が出ているということです。
ただ、これで感染が確定するわけではなく、医療機関などで公費の検査を受ける必要があります。
センターでは、公共交通機関の利用は控えてなるべく早く医療機関で再検査を受けること、そこでも陽性となった場合は保健所の指示に従うよう呼びかけています。
もし、医療機関で症状がないことを理由に検査が受けられなかった場合は、センターが提携している医療機関を紹介しています。
一方、陰性の人には「検査の正確性は100％ではなく新型コロナの感染を否定するものではない」などと注意点を伝えています。
PCR検査センターの稲川太郎部長は「症状が無くても、自分は本当に感染していないのか気にされている人が大勢いて、この状況を生んでいるのだと思う。陽性の疑いがある人には対応のしかたを細かくメールで伝え、感染拡大防止に努めている」と話しています。
需要の高まりをうけ、運営会社は今後、首都圏の6か所に同様の検査センターを出店する計画です。
利用者「帰省の判断材料に」
検査センターを利用した人に話を聞くと、年末年始の帰省を検討するために検査を受けに来た人が多く見られました。
徳島県に帰省する予定の20代の男性は「家族から、帰省するならPCR検査を受けてほしいと言われ受けました。翌日結果が出るので、帰省の判断材料にしようと思います」と話していました。
鹿児島県に帰省する予定の50代と80代の親子は「帰省するかどうか悩んだ末に検査を受けました。陰性だった場合はとりあえず大丈夫だったと伝えますが、親戚で集まって食事をするのはやめようと思っています」と話していました。
岡山県で友人と会う予定の20代の女性は「友人とはお互いに検査を受けて陰性だったら会おうという話をしています。検査を受ければ、もやもやした気持ちがなくなると思います」と話していました。
民間のPCR検査 注意点は 
自費で検査を受ける場合、注意すべき点も少なくありません。
厚生労働省は民間の検査機関の広がりを受けて、先月、自費検査の注意点をホームページにまとめました。
それによりますと、検査の性質上、実際には感染しているのに結果が陰性になったり、逆に感染していないのに陽性になったりすることがあるとしています。
また、検査機関によっては、結果を通知するのみで医師の診断を伴わないところもあり、医師の診断がなければ感染していないとはいえないこと。
さらに、感染の早期でウイルスが検知されないことや、その後に感染する可能性もあり、陰性の結果が出ても感染予防に努める必要があるとしています。
逆に検査で陽性となった場合、検査機関と提携する医療機関がなければ、自分で受診相談センターや身近な医療機関に相談するよう呼びかけ、そこで再度検査が必要になることもあるとしています。
そのうえで、検査内容や価格、それに陽性が判明したときの対応を理解して、検査機関を選ぶことが重要だとしています。
もし発熱やせきなどの症状がある場合は、公費で行われる「行政検査」を受けられる可能性があり、まずは身近な医療機関に相談するよう呼びかけています。
厚生労働省は、民間の検査機関ごとに検査の内容や費用、陽性が判明した際の対応がばらばらで、利用者にわかりづらくなっているとして、それぞれの検査機関が提供するサービスの内容や価格などの情報を一覧にまとめ、ホームページで公表することにしています。
“陽性”対応に課題も
自費検査で「陽性」の結果が出た人はどれくらいいるのか。
実は国や自治体は全体数を把握できていません。
自費検査で陽性の結果が出ても、保健所などに届け出るルールはありません。
また、医療機関などで公費による検査を受け陽性が確定しないと、感染者にカウントされないケースもあります。
実際、自費検査で陽性となった人が行政に適切に報告されないケースが起きています。
ことし9月末に東京23区の保健所の担当者会議が調べたところ、自費検査で陽性となった人について、どこからも届け出がなかったケースが少なくとも17の区の保健所であったということです。
このうち中央区保健所では、どの医療機関を受診すればいいのか検査機関から説明がなかったというケースなどがあったということです。
専門家「検査の精度は“玉石混交”」 
民間の検査機関のニーズが高まっていることについて、臨床検査学が専門の東海大学医学部の宮地勇人教授は「PCR検査はもともとは高額だったが、さまざまな事業体が参入して価格やアクセスのよさ、結果の報告時間の早さなどでサービス競争が始まり、一般の人でも手が届きやすくなった。出張や帰省のために陰性を確認したいという今の時期のニーズともマッチし、こうした傾向は今後、どんどん広がると思う」と分析しています。
一方で、「検査の精度という観点では玉石混交の状態で、利用者の数や検査の品質、それに信頼性など、実態がよくわからず、どこの検査機関やサービスを利用すればよいのか、わかりにくいのが現状だ」と指摘します。
そのうえで、「国は各事業者の検査サービスの内容や品質などに関する実態をできるだけ早く明らかにする必要があるほか、利用者側も、PCR検査の精度自体に限界があることなどを認識したうえで利用してもらいたい」と話していました。
また、現状では、自費検査で陽性が出ても保健所などに届け出るルールがないことについては、「精度の問題で、自費検査の結果を本来の検査と同様に扱うことは混乱を招くためできないが、どれくらい検査が行われ、陽性の疑いのある人がどれくらいいるかというデータは、最終的に感染者の情報把握につながる可能性もある。そうした人の情報を検査機関と保健所などが共有するような仕組みがあってもよいのではないか」と話しています。

Japan’s Prime Minister Yoshihide Suga attended a large dinner party with celebrities on the evening of Dec. 14 just after announcing a nationwide suspension of the government’s “Go To Travel” tourism promotion campaign, and in defiance of the government’s request for prefectural governors to call for keeping such events to a maximum of four people amid the third-wave surge in coronavirus cases.
The event prompted a rebuke from Natsuo Yamaguchi, leader of the ruling Liberal Democratic Party (LDP)’s coalition partner Komeito, who told reporters on Dec. 15 that the prime minister’s actions “send a message to the Japanese people. I’d like him to think about this carefully and consider his actions going forward.”
Large gatherings for meals have been identified as a cause of the coronavirus’ spread, and the national government has asked prefectural governors to call on people using the “Go To Eat” restaurant promotional campaign to keep their parties to four people at most to lessen transmission risk.
The dinner party was at a steak restaurant in Tokyo’s Ginza district, and was also attended by LDP Secretary-General Toshihiro Nikai, Softbank Hawks baseball team chairman Sadaharu Oh, actor Ryotaro Sugi, political critic Minoru Morita, entertainer Monta Mino, and LDP Acting Secretary-General Motoo Hayashi. Prime Minister Suga apparently arrived to the gathering late, after the Go To Travel decision, and spent about 45 minutes talking with the other attendees.

Prime Minister Yoshihide Suga apologized Wednesday after facing mounting criticism for participating in two year-end dinner parties despite the government’s warnings to the public to refrain from dining in large groups to prevent spreading the coronavirus.
Suga attended two gatherings on Monday night, the first at a luxury hotel with about 15 people including a number of business executives and the second at an upscale steakhouse with senior members of his ruling Liberal Democratic Party and others including Sadaharu Oh, chairman of the Fukuoka SoftBank Hawks baseball team, and actor Ryotaro Sugi.
Speaking to reporters at his office, the prime minister said that while he and the other attendees had “sufficient distance” between them to prevent spreading the coronavirus, he “sincerely regrets” doing something that would “invite misunderstanding” among the public.
The government has warned the public that dining in large groups, for example with five or more people, carries a high risk of spreading the virus.
But Yasutoshi Nishimura, the minister in charge of Japan’s response to the pandemic, said the five-person limit is not a hard and fast rule and cannot be enforced.
The government’s top spokesman, Chief Cabinet Secretary Katsunobu Kato, said that it was important for the prime minister to meet people to “hear a wide range of views,” and that the dinner parties were held with proper precautions against spreading the virus.
Suga’s apology came after lawmakers from opposition parties as well as the LDP’s junior coalition partner Komeito ramped up their criticism of his attendance at the gatherings, which took place on the same day the government announced a nationwide suspension of its travel subsidy program amid a surge in coronavirus cases.
“They’re eating expensive steak and having a blast while telling the public to exercise self-restraint,” said Jun Azumi, Diet affairs chief of the Constitutional Democratic Party of Japan.
“The prime minister’s schedule serves as a message to the public. I’d hope they give sufficient consideration of this,” said Komeito leader Natsuo Yamaguchi.
Suga’s administration has seen support ratings plummet amid growing dissatisfaction with its response to the pandemic.
Speaking in an out-of-session committee meeting of the House of Representatives, Nishimura defended the decision to suspend the “Go To Travel” campaign over the New Year holidays, deflecting criticism that the move came too late.
Nishimura said halting the travel subsidy program, Suga’s signature effort to promote domestic tourism and prop up the economy, from Dec. 28 to Jan. 11 was a “painful decision” but one that represented the “best timing” to reduce face-to-face interactions that could spread the virus.
“We will do everything we can to stop the spread of infections at an early stage,” the economic and fiscal policy minister said.
Health experts had been urging the suspension of the travel subsidy program in parts of the country that were continuing to see a rise in coronavirus cases.
The government stopped the program for Osaka and Sapporo in late November, but Suga waited until Monday to suspend it nationwide after the country logged a record of over 3,000 daily new infections.
In the committee meeting, CDPJ lawmaker Masato Imai said the start date for suspending the travel subsidy program should be brought forward. “We have to stop infections now. Dec. 28 is too late.”
Pushed on the need for legislation to provide compensation to businesses that are asked to temporarily close, Nishimura said there were ongoing discussions on “how to improve the effectiveness” of the legal framework for tackling the coronavirus.
“We will speed up (the process of) considering the matter,” he said.
味で真摯に反省」

菅総理大臣が5人以上で会食し、野党側が批判していることについて、加藤官房長官は、目的と感染防止策の徹底というバランスの中での判断が重要だとしたうえで「国民の誤解を招いたのではないかという指摘は真摯（しんし）に受け止めなければならない」と述べました。
また、この後、菅総理大臣は、記者団に対し「他（た）の方との 距離は十分にあったが、国民の誤解を招くという意味においては、真摯に反省している」と述べました。
政府が大人数での会食をできるだけ控えるよう呼びかける中、菅総理大臣は、14日、都内のステーキ店で、自民党の二階幹事長や林幹事長代理らと5人以上で会食し、野党側から批判が出ています。
これについて加藤官房長官は午後の記者会見で「さまざまな分野の方々に会って、多様な意見に触れるのは大事だと認識しており、会食も目的と感染防止対策の徹底というバランスの中で個別に適切に判断していくことが重要だ。分科会が示したのは、5人以上の会食を一律に避けるべきという趣旨ではないと認識している」と述べました。
そのうえで「今回の会食について、国民の誤解を招いたのではないかという指摘は真摯に受け止めていかなければならない」と述べました。
また加藤官房長官は、会食した場所の感染防止対策について「広い部屋で、ほかの方との距離は十分にあった状況だと聞いている」と述べました。
また、16日夜、菅総理大臣は、記者団が「自民党の二階幹事長らとの大人数での会食は適切だったと考えているか」と質問したのに対し、「他（た）の方との距離は十分にあったが、国民の誤解を招くという意味においては、真摯に反省している」と述べました。
