ブダペスト覚書（ブダペストおぼえがき、英: Budapest Memorandum on Security Assurances, ロシア語: Будапештский меморандум, ウクライナ語: Будапештський меморандум）は、1994年12月5日にハンガリーの首都ブダペストで開催されたOSCE（欧州安全保障協力機構）会議において、アメリカ・イギリス・ロシアの核保有3ヶ国が署名した覚書である。内容としては、ウクライナ・ベラルーシ・カザフスタンが核不拡散条約に加盟したことに関連して、協定署名国（つまりアメリカ・イギリス・ロシア）がこの3ヶ国の安全を保障する、という内容のものである。またフランスと中国は、別々の書面で若干の個別保障をしている[1]。

署名した国々の1つであるロシア自体が2022年にウクライナに侵攻したので、（ロシアの署名分に関しては）この覚書は既に破棄されている（また、2014年のクリミア併合でも既に反故にしていることは、ロシアの2018年大統領候補のクセニア・ソブチャク（ロシア語版）からも違反行為という声が上がった[2]）。

協定内容
覚書によると[15] 、アメリカ・イギリス・ロシアは、ベラルーシとカザフスタンとウクライナが核不拡散条約の加盟国になったことを認め、実際には核兵器をロシアに引き渡すことで、 彼らは次のようにする。

ベラルーシ、カザフスタン、ウクライナの独立と主権と既存の国境を尊重する[16]
ベラルーシ、カザフスタン、ウクライナに対する脅威や武力行使を控える
ベラルーシ、カザフスタン、ウクライナに政治的影響を与える目的で、経済的圧力をかけることは控える
「仮にベラルーシ/カザフスタン/ウクライナが侵略の犠牲者、または核兵器が使用される侵略脅威の対象になってしまう」場合、ベラルーシ、カザフスタン、ウクライナに支援を差し伸べるため即座に国連安全保障理事会の行動を依頼する
ベラルーシ、カザフスタン、ウクライナに対する核兵器の使用を控える
これらの誓約事に関して疑義が生じた場合は、互いに協議を行う[12][17]

The Budapest Memorandum on Security Assurances comprises four substantially identical political agreements signed at the Conference on Security and Co-operation in Europe (CSCE) in Budapest, Hungary, on 5 December 1994, to provide security assurances by its signatories relating to the accession of Belarus, Kazakhstan and Ukraine to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The four memoranda were originally signed by four nuclear powers: Ukraine, Russia, the United States, and the United Kingdom.[1] France and China gave individual assurances in separate documents.[2]

The memoranda, signed in Patria Hall at the Budapest Congress Center [de; hu] with U.S. Ambassador Donald M. Blinken amongst others in attendance,[3] prohibited Russia, the United States, and the United Kingdom from threatening or using military force or economic coercion against Ukraine, Belarus, and Kazakhstan, “except in self-defence or otherwise in accordance with the Charter of the United Nations”. As a result of other agreements and the memorandum, between 1993 and 1996, Belarus, Kazakhstan, and Ukraine gave up their nuclear weapons.[4][5]

Russia violated the Budapest memorandum in 2014 with its annexation of Ukraine’s Crimea[6][7] and in 2022 by invading Ukraine. As a response, the United States, United Kingdom, and France provided Ukraine with financial and military assistance, and imposed economic sanctions on Russia, while ruling out “any direct interventions to avoid a direct confrontation with Russia”.[6]

Als ehemaliger Flugabwehr Spezialist des Aufklärungsgeschwaders 51 (Immelmänner in Bremgarten) hätte ich nie gedacht, solch’ einen Moment zu erleben.
Realpolitik. Die Zeiten und die Umstände ändern sich alltäglich. Jede, Jeder muss sich mit ihren/seinen Gedanken, mit ihrem/seinem Weltbild neu positionieren.
